Why there is a _f in hr tables like per_all_people_f?

The "_F" suffix indicates that the table is date-tracked. Date-tracking is used when you need information of historical and future values of some piece of data. Since PER_ALL_PEOPLE_F is date-tracked you will for instance be able to see whether someone has changed their name, citizenship, employment or some other thing.
