Is there a way to set up a sales agreement with the following parameters. Buy 3 items and get the 4th item of lesser or equal value of lowest priced item for free.

If customer purchases any other number of items, (6 items, 10 items etc) one out of 4 is free. The free item(s) being the lowest priced.
