We are trying to connect to an Oracle on an Win 2000 server and got the above messages. We are using SQL-Plus to connect.

Oracle is 7.3.3.6.3 for OS/390 on OS/390 2.8.
The Oracle release on Win 2000 is 8.1.7.0.0.
Communication the other way works.

I forget where I read it but I think you need to have the OS/390 "TNS" at the NET8 version to connect to an Oracle 8 database.

That is why the connection works the other way because its "downward compatible"

I'll try to go thru my notes to see if I can find where I read it.
