what does this option mean?

with archive logs enabled, without specifying any value when i did a whole db backup, i would get 2 .bkp files in the flash recovery area, 2 0xxxxxxx_1_1 files in the backup area and 1 .dbf file in the archive log area.

i specified 1 for max files per backup set thinking that all the above will be dumped in a single file - but i got 2 .bkp files in the flash recovery area, SEVEN 0xxxxxxx_1_1 files in the backup area and and 1 .dbf file in the archive log area!

what's happening?

I assume you are talking about FILESPERSET? With this, RMAN puts each file into its own backupset.
