I want to create an OS user which should be able to run OS commands and should be able to use only sqlldr (within oracle binaries).
I am creating this user on the server where oracle database is installed. This is so that the user can use sqlloder and load some flat files to the database table.

Is there any other way to execute this scenario.

No, this is the method but there are several ways to achieve this.
For instance setting others privileges to "rx" on sqlldr, or allowing your user to "sudo" sqlldr, or...
